This report provides a thorough investigation and examination of the contemporary role that collectively-owned local electrical utilities (CLEUs) play in the American electricity sector. Using documentary analysis, this report provides an in-depth analysis of CLEUs and their context within the American energy sector. Bringing together the many pieces of literature that have skirted this area of study, this report provides the first substantial overview of the American CLEU sector, focussing equally on both municipal electric utilities (MEUs) and electric cooperatives (RECs). Drawing on both peer-reviewed and non-peer-reviewed literature, the research compiled represents a very broad mapping of American CLEUs at present and their context within the American electricity market.
